The tourist season starts from Oct and ends in May. The best time to visit Goa is around December when the weather is at it's mildest but Goa is mostly warm all around the year.
Monsoon starts at the end of May and can continue up to September so it is best to avoid this time of the year to visit Goa even though air travel and hotel fare is at its cheapest.
